There is a website called smartchoice.com. You can put in you dog's qualifications and it will tally them and tell you which dog best fits you characteristics. You can put in such metrix as shedding, gets along well with other dogs, aggressiveness, temperment, etc.
I just used the site because I also wanted a non-shedder. I went with the Bichon Frise.

I have an Old English Sheepdog that is the best house pet I've ever owned. Albeit he's a big dog. He wakes me up every morning just before the alarm goes off to let me know he needs to use the backyard. He has run of the house all day until I come home without any "incidents". OES will get along with any other dogs or cats. Because they are "herders" they will heard and protect all threatened animals. As far as shedding is concerned. All dogs shed of course but the OES sheds hair in little cotton-like balls that are easy to pick up. the only problem with this breed is that you could end up licked to death.

Well Just from my experiences, I have had a Black Lab, Shep/dobie. Cockapoo, Mutt, Benji type and a pug. All were good with other animals, I have always had different types of animals at the same time from cats, birds, rabbits, Guinea pigs.
Right know My pug sheds but not a lot, doesn't really bark and gets along with everything and anybody. I have at this time 2 dogs, 2 cats and a bird and he gets along with it all, little kids too and he is like a 14lb mack truck and he watches TV. But they do like attention, but I love pugs, There great all around dogs IMO.

A poodle doesn't shed as much or not at all you might find little fur balls every once in awhile but not all the time.

Lhasas don't shed, but they can be bad with other dogs. Might want to try a Bichon Frise

Shedding is one criteria, but also barking, size, exercise requirements and self-sufficiency.
Question. Are you just going to get rid of the shihtzu?

there is no best dog to keep in the house, if you have a small house then get a smaller dog, if it a big house get a big dog or small , dog and cat= sometimes chue or poo or pee while your gone it becouse there alone and no one to whatch or play with them so it relly dont matter what dog you get.

That is surprising. Is it a pure bred? Shih Zu don't shed. I had one and it didn't. Poodles don't shed.
