I need software that creates a "manageable" file size for the resulting SVG image. Obviously the SVG file will be larger but I cannot have it 10 times larger than the original Tiff file. I would ideally like software that could batch run on a group of files simultaneously.

Not really sure that it can be done as SVG is a vector format while tiff is a raster or bitmap format. Going from one bitmap form to another is easy as you're just changing the way an image is stored. But in going to SVG, you're actually changing the way the image is constructed.

There are programs that will allow you to map vectors onto an image, I think Photoshop does this, but it's still an intenseive bit of work. Small jobs, like fonts aren't that bad as the Trace function can fairly well trace the outline of a small object and you can then have a vector graphic of the individual characters, but complex objects take a lot more work.
