No, it does not. It will more than likely break the hair or if your hair is in excellent condition it will only produce minimal damage. But i assume that since you are asking that you want to get a weave, so I suggest braiding for your weave and not glued in tracks.

The weave itself doesn't make your natural hair grow. If you get one of the 'less stressful' weave technique's (like a sewn in weave instead of glue) and the right stylist to do it for you, then yes, your natural hair can benefit from the rest from the everyday products and 'tools' that we abuse our hair with.
I wore a sewn in weave while pregnant and a few months following, while I was caring for my newborn. I had it removed this month and my hair is much longer and healthier, but it is because I took care of my natural hair underneath while the weave just made it easier for the day-to-day look.

Yes if you get it braided then sewn into the braid. your hair will grow from not using hot curlers or flat irons in your real hair, but if you use glue than that will tear your hair out

Try wearing braids to allow your hair to rest, or twist set your own hair. This will allow your hair to rest from heat and chemicals. I prefer wearing natural twists. Shampoo and condition your hair and take two strands of wet hair and twist.
