If you are artistic at all, you can do one of several things.
Make construction paper patterns, and write the names of objects on each piece. With your supervision, it can become a learning game as you first do it yourself, then watch them "set the table." For a variation on this, put pieces in wrong place, and have the children correct it.
Another simple, but not as successful, is to draw one yourself, and hang it by the table, so they can view it for easy setting.

From Martha Stewart, of course. She has a photo of both a formal table setting and a casual table setting on her website. You can print out the photos to have your kids look at while they set the table.

I'm all for teaching kids manners, but can't you find something better then table settings. I bet in eight years you'll have an unwed mother/father on your hands that knows where the salad fork goes.
