Check out the prices on www.asiarooms.com
The Ramada Kowloon and B.P. International are reasonable. And the location of Tsim Hatsui is okay.

October is not a good month to travel there. Apparently there is a convention in Guangzhou and many are stopping or staying in Hong Kong.
You will see a week or two in February 2007 where the prices are real low that is because it's the weeks after the Lunar New Year.
Have fun.

are you talking in $HK or US?
There are hundreds of hotels and guesthouses, generally all areas are safe. Try the Metropark, a 3 or 4 star hotel in a nice central location near the MTR, great helpful staff, excellent rooms with good amenities, good restaurant on site, overall better stay than most business hotels in Canada or the USA. Through Expedia, I paid less than $US70. Otherwise, when I am starting to get broke towards the end of my stay in HK, I stay at the Tatami Hampton for about $25, basic rooms, very (and I mean very very) small rooms, but clean and private. Great location near Nathan road, the shopping district, the MTR and the airport bus.

both of these guesthouse are located just across each other on block C 16th floor of Chungking Mansion. chungking mansion is just right besides the imperial hotel(more expensive hotel). chungking mansion is near the end of nathan road close to the edge of kowloon peninsula before it reaches the bay across hongkong island. right across chungking mansion is an mtr(subway line) tsim sha tsui station and bus stops to the airport (A21 and N21). very near the avenues of the stars (walking distance) and museums. near the ferry terminal to macau. also near the biggest mall in hongkong but higher end. the rooms are really cheap and good for budget travellers. kwame and celia are both very accomodating and friendly and both speak good english. kwame is from ghana and celia from the philippines. my first impression of the place was that it was seedy but no untoward incident happened and since it is in a tourist area, police were quite visible.
