Should we be asking the doctor if there is something going on with her immune system? Are there any tests we should be having done? She no more finishes one bottle of medicine til she is sick again.

Check for deficiencys in her diet. Put her on a multi vitamin asap... It really is true that you are what you eat so if she is eating junk food, or fast food, then she isnt getting enough nutrition to stay healthy and will be more prone to sickness.

Check with her doctor -- have them do allergy tests. And have them check for any other reasons why she stays sick. She will soon build up an immunity to the antibiotics.

A healthy 2 year old should not stay sick all winter.

Well it could be the change in weather or maybe ear infections or just colds from kids. Still, put her on vitamins to try and stop colds and sicknesses. Ask a adviser if your worried

If she is having ear infections, she could be put on antibiotics for the winter. And have her tonsils out when she is old enough.

does she have asthma, ear infections, or chest colds? you don't say but with my daughter we are/were in the same boat. she is getting better as she is getting older. but she is on medication daily for her asthma and allergies. she 2 shots every week for her allergies as well.
look into that...also I'm sure that the pediatrician has something to say about it since he/she sees this child so often.
good luck!!
