Do we all need governments and law, order if we are doing what we need saying it is demokrati?

When some one says i will do any thing i like during parting and would propably like to be wild!!, how would the inocent peaple act when they see this person doing bad things claming it is democartic world

You need governments with democratic ideals in order to have people enjoy civil liberties. The US doesn't have that anymore on paper. Amendments have been added by the Bush Administration to take your rights away. Now all the Administration has to do is to implement what they've pushed in writing and you can kiss your democratic freedom goodbye.

Without government (democratic) you have what you had in Iraq with Hussein. Without some type of official control the strong/ruthless/moraless will always impose their will on the weak. This will include taking of goods ( it's not stealing if there is no law) raping, killing, enslaving or anything the more aggressive can think of to do to the weak.
