Put them in the freezer for a couple of hours. Then fill your sink with very hot, if not boiling water. Dip the pots in the hot water. Hopefully, as the outer pot warms, the metal will expand and release the inner (still cold) pot.

If you think back to general science , when you heat up an item it will expand. But if you freeze an item the molecules will slow down and get smaller. So I would put dish washer detergent around the top of the bottom pot and fill it with the coldest water, and let it sit for a while, the pots should come apart. Fill a sink with hot water and put the pots in the hot water. Then fill the inside pot with cold water. The hot water will help the outside pot expand and the cold water will help the inside pot contract, and then you should be able to pull them apart with a minimum of effort.

its very dangerous to try and separate two mating cooking pots. the male of the species can get very aggressive should you try and interrupt the mating process.
i would suggest you video the two pots whilst mating, it is rare for them to copulate whilst in captivity, could be worth a fortune.
best to leave them untill impregnation has taken place, the male will uncouple slowly, being completely exhausted after the mating, this is the best time to intervene, apply hot water with a solution of grease cutting detergent.
no-one knows why the male loses his post coital aggression at this time, the detergent seems to subdue him further allowing intervention and clean up.
scrub both the male and female pots vigorously, to ensure offspring are not produced. once offspring are born, the pot is virtually useless, and must be sterilised and disposed of.

I take it that one's stuck inside the other ... try dumping them in very hot water and hope that differential expansion will allow you to shift one of them.
Or you could try the trick that works when the tops won't come off jam-pots: bang the edge at a 90 degree angle to the lip of a horzontal surface two or three times.

get a can of WD40 spray, and try spraying where they connect. That may help.
If it doesn't, try this: Dip the lower pot into boiling water till it heats up, then put ice and water into the top pan. The expansion of the lower one, coupled with the contraction of the upper one (with the WD40 at work) should give you just enough to separate them.

Stand them bottom one downwards in a bowl of boiling (or as near as!) water. Wait a moment or two then pour ice cold water into the top one. That way the bottom one should expand whilst the top one shrinks. Given a sharp tap they should then separate.

If it is just do to the sizes: Try heating the outside pan. Put ice in the inside one.
If it is do to sugar or some sticky mess, run them through the dish washer a couple of times, then try the above.

Run the outer one under a very hot tap for a few minutes and then try again. The heat of the water will expand the outer one and so should loosen them.

Interesting problem. Try packing the inner one with ice and stick the out one in boiling water. The inner one should shrink imperceptibly and the out one expand a tad. Then you should be able to get the apart.
