It is Lord Maha Vishnu.
Vaikunta is the abode of Lord Vishnu,(so he is also called as Vaikunthanath) who is the Supreme Personality of Godhead and other living entities who have freed themselves from the bondage of the material world. It is the place of eternal bliss, exclusive to the Lord, his eternal consort Lakshmi, and the three-folded serpent Sesha Naga, upon whom the Lord and his wife rest.
Vaikunta is also the Name of a three headed Image of Lord Vishnu, where one head is a Lions Head (Narasimha-Avatara) one (the central) is human and one is the head of a boar (Varaha-Avatara).

Spiritual World is known as Vaikutha.
Srimad Bhagavatam States that there is a spiritual World different from this Material world. Spiritual world is also called by other Religions as Kingdom of God.
The Word Vaikuntha comes from "Vai + Kuntha". Kuntha means Anxiety. In this world every where there is anxiety. But in Spiritual world there is No anxiety and hence it is called Vaikuntha.
Krishna or Vishnu Tatva, are addressed as Vaikunthanath (Vaikuntha+Nath) or the Lord of Spiritual world.
He is also addressed as Vaikunteshwara (Vaikuntha+ Ishwar) which is generally misspelled as venkateshwara.

LORD VISHNU..
There are two Raghunath temples in Pushkar, the old and the new one. The Deities in the New Raghunath Temple are Vaikunthanath and Lakshmi. The Deities in the Old Raghunath Temple, built in 1823, are Venugopal, Narasimha, and Lakshmi. In India, I saw many signs saying, “Non-Hindus not allowed” at the temples, but these temples had signs that said, “Foreigners not allowed.” It is strictly enforced.
