Yes they do. My electricity bill is not as expensive as it was a year ago when I left my tv, dvd player, phone charger and electric cooker all on standby.

Some Tv's use up to 2/3rds of the amount of power on standby as they would if they were on. if its your electricy bill its up to you if you want to pay for something that is not being used, however if its someone elses bill and they have told you this, respect the fact that they are paying for it and save them some money.
