Your chances of recovering the files depends on how long you've been using the computer and the nature of work on the PC. if you've deleted it long ago and have been copying, deleting or moving a lot of files, there are chances you could have overwritten it. when you delete files from the recycle bin, or use the Shift-Del option, the file doesnt actually get deleted. the data remains on your hard disk but is invisible and can be overwritten by some other file.
if you've just deleted it, search the internet for a hard disk data recovery tool and use it to recover your files. also avoid doing anything on your PC if you accidently happen to delete files in the future. use the software immediately to have a 100% recovery chance.

once you delete some thing, the filesystem only marks the document's contents as no longer belonging to a filename. The OS can then use the freed area for different archives. in case you deleted it 2 years in the past that's actual long long gone.

If you're using windows, then open the explorer, scroll to the recycle bin, choose it, find your files there, select them and click on Restore button

if you,ve only deleted them then they should be in your Recycle bin, but If you,ve actually Uninstalled them, then you would need to reinstall the full program you deleted from disk, but as I say, if you,ve just deleted it, then it will most probably be in your recycle bin.
Good luck hope this helps you
