I have never heard of Kyokushin style before.
But since they are both karate styles I am sure they are very similar.
Shotokan focuses on defense above everything else. Once the student becomes adept at the blocks they can actually act as the offense.
The founder of Shotokan is Gichin Funakoshi in case there is any doubt. Shotokan is a style from Okinawa, it is one of the original/traditional karate styles from Okinawa. It is a mix of Southern White Crane Kung-fu and Te ( an older Okinawan art).
Funkakoshi took karate to mainland Japan, there he changed the name from Chinese hand to Empty hand as to not repel the Japanese who did not like the Chinese. The style became adopted by Japan and was changed into a generic style that could be taught to the masses in school.

Yes it is based on traditional karate like Shotokan and Goju Ryu, but incorporates elements of combat sports like boxing and kickboxing in kumite.
Many techniques like mae oroshi kakato geri (axe kick) are not found in other styles of karate. Today, some kyokushin fighters (like Francisco Filho and Glaube Feitosa) appear in kickboxing events like K-1, but often the Kyokushin discipline does not allow its students to appear in paid fights and remain with the style.
So many highranking competitors and practitioners In the past caused have left the organiations they are with, even if they continue practice the art and skills of kyokushin.
Shotokan IS a fairly well balanced discipline in it's offense and defensive capabilities, so yeah I would prob'ly say that if the individual has done all they can do to improve themselves though training then yes I'd say it is.

It's not the techniques, Kyokushin is good because it trains full contact. Otherwise, it just has the basic karate punches, kicks, and blocks. If you want a shotokan school, just find one that spars hard and you're good to go.
