I believe you mean interdiction. That is basically interfering with someones intentions, usually indirectly. Given your question, caneras placed promenantly in sight would be an interdiction - bad guy sees the cameras and thinks twice about robbing a place.

I think you meant interdiction, to forbid some criminal activity from happening.
