No real offense, but you should have the answer in some modest way, already.

Any level of "Entertainment" usually is engaged in with "EXTRA" cash, and budgeted, on a very personal level AFTER necessities.

On a larger level,,,IE: A new performing arts center, It too is budgeted,,,AFTER things such as Road improvements, Adding additional Law enforcement, A New Foot Ball Stadium, and other seemingly less important issues. Those "Less" however may not be Valid to the total population. IE: The percentage of supporters of any ARTS is quite often less than people who commute, or want to engage in a Viewer attended sporting event.

On a VERY personal note,,, I might give up a peanut butter sandwich to attend a Play,,, or I might decide that I need the sandwich to be able to have the strength to stay awake for a play, hence wait until another time to actually attend.

Economic factors affect the performing arts in two ways.

First, if the economic climate is poor, many will not have the disposable cash to donate or pay for seats to performances. this can quickly dwindle the financial resources of performing arts groups.

Secondly, If the government finds itself in economic dire straits, it may cut funding for performing arts and therfore dry up money that was once available to the performing arts community.
