If it's a floppy disk and you have only one floppy drive, copy the contents to your hard drive, put a new disk in, then copy them to the new disk.

If it's a CD and you have a CD burner and another CD drive, simply use the "Copy CD" option in your CD burning software. If you have only one CD drive, the burning software will first copy the CD to your hard drive, then to a blank CD.

For copying the contents of a CD, Windows XP has the ability to copy (a.k.a burn) files onto a CD. Simply copy the CD files onto your hard drive with Explorer and then insert a blank CD and then select the files and copy them to the CD. Below is a link to a web page that contains a CD burning tutorial.

There are 3rd party programs out on the Internet which allows you to make data and music CDs. These programs are better than what XP has to offer for burning CDs.
Just do a Yahoo! search for something like, 'CD burning software.'
