You need to start by gaining more experience. Look into local theater groups, community and school plays, workshops, etc. It takes a lot of training before you are ready. Secondly you need to live in a place the is more centered around acting. I know you said moving wasn't an option, because your parents won't allow it, but if there aren't any agencies around you there's no way you will make it. If your parents don't support that, then your kind of stuck. Have a serious conversation with them about your acting career and moving. You will also need your parents to drive you to auditions, pay for various expenses, and landless legalities such as permits. As a minor, your parents will play a big part in your career. If you still can't move, after talking to your parents, all you can do is keep gaining experience. Experience will make you a better and stronger actress. If you aren't near any agencies, then that's that. There's not really a way around it. Good luck talking to your parents and starting a career :)

my daughter started dancing at the age of 3
anytime before that is a waste of time and money as there coordination isnt developed so well
