The original was designed in the 1930s by Ferdinand Porsche (not by Ferry Porsche - he was Ferdinand's son), although many others were influential (Hans Ledwinka and Adolf Hitler, for example).
The New Beetle was designed by J Mays, then working in VW's California design studio, now Group Vice President of Design and Chief Creative Officer at Ford Motor Company.

Adolf Hitler was at least partly responsible.
From Wikipedia:
"Hitler, who had a keen interest in cars even though he didn't drive, demanded Porsche make changes to the original design to make it more suited for the working man. According to the historian Richard Evans, Hitler personally designed the distinctive rounded shape of the car he desired Porsche to build. Changes included better fuel efficiency, reliability, ease of use, and economically efficient repairs and parts."
