I kept seeing this guy everywhere and i always caught him staring at me...
I see him around campus sometimes but not often enough where i can easily approach him...
Should i just give up or approach him personally?

Give it some more time maybe he hasn't checked his email. Or maybe he's not interested. I'd say next time ya see him go for it.

Does he know that you are the internet person who asked him out? If so, give up, he's not interested. If he does not know, he may not have responded because he doesn't know who it is. If that's the case, face to face is usually better. Good luck!

If you are certain he knew who you were when you asked him out, I would take his not replying as meaning "not interested".
