they are driving my inside cat crazy and they meow at my windows and make my dogs bark 24/7. please help!!!!!!!!!!!

This works 100%:
Place Black Garden Hoses, around the Perimeter of your home, or just under the windows (your choice). Cats view this as a Snake, and they will not cross over it.

put a scratching post by the fence! no lol
put a blind over the window, no cats seen or heard because the outside cats can't see the one inside. or sneak outside and soak them with the hose to permanently scare them off

you can try putting some hot pepper or vinegar on your window sills to keep the cats off. my neighbor's cats do the same thing and it drives me crazy too.

They sell a replant at the pet store .... spray it around the perimeter of your yard.

You can try scaring them away. Yowl at them and hiss at them and chase them, let them see your rage, that way they will see your house as the one with the "horrible, angry monster" it works to keep my sisters cats out of my room :).

tell your neighbor that this is bothering you and you want to do something about it ! if this fails call animal control
