Sounds immature and too shallow for commitment. You didn't elaborate, but if you are putting out for him, why should he? He gets the benefits of a commited relationship with the opportunity to jump ship if he thinks something better comes along.
Maybe he'll change, but if you are looking for somebody for the long-haul, look somewhere else, plenty of good guys out there who will not date anyone else, will be "into you", and will see you all the time --- but you'll mean more to them than a casual date, we can get those anywhere.

Commitment issues? Maybe just ease him into a "boyfriend/girlfriend" relationship. Tell him you don't want to date anyone else, and make sure he knows that whenever he's ready for a monogamous relationship you'll be there for him.

This guy is probably afraid of commitment. If not commitment he is waiting to see if something better will come along in the time that he has you. You should confront him and tell him your needs and if he does not comply, then he is probably not the guy you want to be with.

He is very smart - he knows who can be if become the boyfriend.

maybe he is still thinking whether or not relationships (exclusively dating) works for him. or maybe he really is into you but still has no idea if he is ready for all the responsibilities and obligations that comes with it. basically, you just have to ask him where he stand and don't push him to do things he is not comfortable with. you will just end up scaring him off more than making him stay. besides, if he really wants you, he will stay regardless if you ask him to or not. and even if you give him everything, nothing can make him stay if his heart is not up to it.

Its a guy thing, its like being embarrassed to hold hands in public for the first time. Just ease your way to him, and don't push him. I know that I don't like to be pushed or manipulated into anything, and then he'll feel comfortable. Just don't think it is anything against you personally...like I said, its just a guy thing.

I think it might be that he wants to be with you but not be tied down. He still wants the freedom to flirt with others and not be held back by the "boy friend girl friend" lables.
