I would say "Montañita" in Ecuador. It is a village near the Pacific Ocean. It is a three-hour drive from Guayaquil, which is a city with easy international airport access.
Foreigners just love it. There are many cheap accommodations. For example, ten dollars a day including breakfast. One of the most appealing things to aliens is that many youngsters do drugs in Montañita. Locals just do not care about it.

Buenos Aires is fantastic. Rio is wild. Cuzco is a party fully of young backpackers. La Paz is Crazy. Santiago is dull. Do the gringo tour like everyone else, including all of the above and more

Buenos Aires, by far.
No other city can offer so many things.
Beautiful architecture, very European, charming people, affordable restaurants and hotels, a large variety of cultural activities, museums,art galleries and theatres.
Very safe for tourists, you'll find people from all over the world.
I'm sure you'll remember for ever your trip and make a lot of friends there!
