It really depends on whether he has already recovered and is able to contorl his emotions now.
if he can't letting him out will only harm him and the people around him.
Also, I think there are too many other factors involved to take into consideration. If you were a doctor and asking this question here to decide, i would be very worried for people who seek help from you.. ;)

I guess that depends on if he is able to control them now and if he found out why he was having problems controlling them in the first place.
If he can control them now and knows why he couldn't, I would let him out if I was the doctor.
