it may be genetic - some thin people have double chins. and exercising wouldn't work in this situation because you aren't toning your chin as you would your stomach. you could try losing some weight, but it may come off of different places on your body rather than your chin. have you always had a double chin? if so, it might be genetic. if not, then it might just be excess weight which could be removed from losing weight.

Put the heavy book (not too heave though) :) and walk with it for a couple days, soon you'll notice the difference.
