Definatly not on the highway. I always thought that it was okay within county but if you are in city limits (i.e. Houston city limits) it is illegal.

In Texas, it is illegal to have someone under the age of 18 ride in the back of a pick up truck. It is perfectly legal if your passengers are over 18.
