Has she tried the office of vocational rehabilitation (also called the department of vocational rehabilitation) in her state? They can help her with college. She could qualify for Social Security Disability, but it is based on income and takes time to go through the application. Also, the severity of the disability influences if she gets Social Security Disability or not. If she has not applied for it, she should apply for federal financial aid. Also, she should talk to the financial aid office for help. Finally, there are free membership scholarship search websites, and most are updated on a regular basis. Good luck!

It depends on her health issues. She may qualify for SSI or SSD but the health issues have to be serious enough.
