Depends on your circumstances, but for the most part if it really means something to you, you should do it face to face, this is one of those events in life that has to be done face to face, regardless of any fears/nervousness you may feel. being face to face might be the deciding factor on his/her answer.

I think its bad to tell him period. I mean hes your ex for a reason. Who knows if he still acts the same as he did before. And then you would be back in the same situation all over again. It would really mess you up worst and you would feel like an idiot after you did it.
