My 17 month old is an exception, but usually around 12-18 months they start learning a few words. (At least with my girls that's true.) My 17 month old can say full sentences, but I think partly because she's modeling her 2 1/2 year old sister.

By 21 months children should be saying about 20 words, and by 30 months (2.5 years) they should be saying about 50. This is the average, every child develops at their own rate.
