I am into photography, and I want to start doing this, but I'm unsure of how it works. I heard you need a special kind of software for it?

if you have an actual picture on hand there are pens you can get at craft/photography stores that you can color things in.

I think the program most typically used for this is Photoshop. If you use a camera that uses film, you'll have to somehow make a digital version of your photos (like scanning). Once you have the file, you have to select the area you want colored with a certain tool (the name escapes me). From here, there are several different ways to change the color of the selected area. Personally, I think it's easier to take color photos and then make everything black-and-white except for the items you want in color. I would recommend learning the basics of Photoshop. Many junior colleges offer courses. Be advised, a new copy of the latest version of Photoshop will cost a pretty penny. Other less expensive programs can do a similar job, but overall they're limited.

What you would like to do is specifically called selective color black and white photo. Traditionally the way we used to do it was to simply use oil, acrylic or even water color paints and paint thinly over the surface of a black and white photo. Now days most of the people simply use photoshop. Here is a link to one of the many ways to create a selective color black and white photo.
