I like a German guy at the office but we hardly talk. When I make the initiative to talk to him, he seems to be happy and shows a lot of interest. However, it seems that he is waiting for me to move first. I am not sure whether he is really interested. Do German men always wait for the woman to make the first move? When they go out on date with women do they pay the bill?

Can people out there that know about German culture help answer this question? Thanks a lot.

You're not the only one with that problem.
There is even a song named "Aurelie" by the German band "Wir sind Helden" that is about a foreign girl not understanding the German boys. (Only German lyrics, but perhaps you could ask this guy for a translation, but that wouldn't really be very subtle)

And as someone who knows the exact same situation you're in from the other side (I'm German) I'd say go for it, sounds to me like he's interested.
