One way to teach people your dogs are okay is to teach them tricks and have people ask them to do the trick. That worked with our dogs, though ours were Whippets and on the small size.

Another way is just to walk them and have people feed them treats that you bring along with you. From what I hear rotties look mean but are really huge puppies at heart :-) .

If you take them out for Halloween, dress them as something cute and funny, not scary. They already look scary, right?
And carry a bag of dog treats so everybody can give one to your dogs. People will get a big kick out of that!
In fact, this might be a good plan for every day. Put a cute scarf or hat on each dog and take them for walks, and let people feed them treats.
Of course, they have to be well-mannered and not jump on people. This will scare people even if the pups are just being friendly.
Teach the dogs to shake hands, too. That will create a good impression.

First off, take the boys out regularly and have them meet the neighbors. Let the neighbors get to know them, by letting the boys sniff them, etc. Yes, people are intimidated by Rottys, but I have owned a few myself, and I always took them out for regular walks and let them meet the people out there. You know Rotts are the biggest babies there are, but very protective, so don't get defensive with other people, because the Rotts will pick up on your feelings. Let the neighbors play with them also; have some treats they can feed them, and some toys they can throw, so the Rotts will bring it back to them. Above all, educate your neighbors about these magnificent animals. Good luck!

Walk them on a regular basis. The more the people see them out, the more likely you will get an opportunity to talk to some of your neighbors and they will get to meat your "boys".

Maybe you can teach the dogs to do some cute little tricks. Roll over, paw, high five, etc... And then you can perform them in front of people. =) Heh, that's all I can really thing of. Good luck. =)
