Could be a blister - or a callous. I guess it could be a wart but the liquid makes it sound like a blister. Callouses are usually on the bottom and hard. Do you have a pair of shoes that is rubbing that area a lot when you walk - if so, switch shoes or wear thickers socks if you wear socks with those shoes.
Try to see your doctor or a podiatrist since it hurts - I wouldn't do anything other than try soaking your feet in a warm tub of water or with a warm/hot compress - and you may want to apply some neosporin or something with a band aid and use some benzoyl peroxide and /or some alcohol to try to clean it and dry it out.
If you pop it or anything - it could get infected and get much worse - and scar - I wouldn't do that.

Green? That doesn't sound too good. It probably will pop soon and you will want to keep it clean. You can use peroxide on it. Peroxide won't hurt it though, it will flush it out. If it becomes red, then you will want to have a doctor look at it. The green just makes me think of a bruise or something. Have you bumped it? It's not unusual to get a blister.

It's a blister- just cover it with gauze or a bandaid and were good fitting shoes. It will eventually burst on it's own (not as painful as it sounds). Do not try to pop it because you can get a serious infection.

Sounds like a blister. Sanitize a pin with rubbing alcohol and poke it. Liquid will come out and relieve the pressure so it won't hurt so bad. When it's done draining, clean it like you would with a cut and cover it with a band aid.

Right now my skin is perfectly clear, for the first time in 3 years. It's been about 9 weeks and all my acne is gone. It is such a great feeling to wake up with clear skin.

The last thing you want to do is pop a blister. You can open yourself up to more of an infection. By the sound of it, it is a blister that is infected since it is green. Does it have a oder? Is it red around the site? You need to see your doctor since that sounds like its infected and he can give you some antibiotic cream as well give you the best advice on how to treat it.

Sounds like a blister or maybe a skin infection. You should pop it and squeeze the juice out, that's what I do to my blisters and it makes it feel better.
