I have never heard of that. I know it was used when my son was circumsied for the bleeding and to close his belly button( it kept on bleeding) but i have never heard of eyes? That is to basically melt the skin. It must be something else they put into the eyes

Actually, they rarely use silver nitrate anymore. Instead they usually use erythromycin these days.
The purpose of the antibiotic is to prevent infection of tissues surrounding the eye caused by bacteria that may be present in the birth canal. The bacteria could be ordinary bacteria or bacteria associated with sexually transmitted diseases. The bacteria associated with gonorrhea and chlamydia can cause permanent visual impairment, and can also spread throughout the body to cause other serious problems.
If you don't have an STD, you may consider declining the antibiotics.

Just so you know, I DID NOT have this eye ointment applied to my baby after birth, for it was part of my birth plan. Why? Because if an eye infection occurs as a result of birth, it can be treated after the fact before any permanent damage is done. You see all these newborn baby photos with their eyes all gooey from this ointment which is precautionary but not always necessary. If you are in tune to your newborn and notice a problem with his/her eyes in the few days/week after birth, call your pediatrician immediately.

It's to get rid of some virus or bacteria. One of those that is also a form of STD. I can't remember which one.
