Contact the Romanian Embassy or consulate nearest you. There are likely procedures to renew your passport while out of the country. If you can't find a consulate in your location, try the embassy in Washington, DC or the UN Mission in NY.

look up the romanian embassy they will be able to tell you what to do i know you can renew marshalese passports while in the us as long as they arent expired you just have to fill out some forms you can renew a passport up to six months before it expires.
