It depends on which definition of rare you are using.

1. Infrequently occurring; uncommon: a rare event; a plant that is rare in this region.
2. Excellent; extraordinary: a rare sense of honor.
3. Thin in density: rarefied: rare air.

Obviously if you are using 1 or 3 then the answer is no. Many things on this planet exist in less than 6 billion.

As two the second definition it can only be answered subjectively. Each individual will give a different answer on their view of what is more excellent or extraordinary than something else. Personally I think humans are kludges.

But similar to the saying, "Democracy may be a terrible form of government, but it is the best one we have." I would have to concede that humans are the rarest form intertwined matter.
