Replace the Idle Air Control Valve, which controls idle speed when the pedal is not pressed in. If moneys tight, u might be able to clean it. Its on your throttle body where the intake hose comes in.

Some of the other answers mention idle speed sensors, or solenoids, how about checking for a vacuum leak first? A plug wire could be bad or wires incorrectly installed (hard to do on that engine though). I would check the timing belt alignment. I have worked on many rough running Neons, Focuses and after a few sets of plug wires and plugs they still don't want to run right, to find out later that they needed a timing belt. If you have a weak alternator/battery it could also cause some crazy engine behavior. If it has a lot of miles on it you could need a fuel pump
Do you have a check engine light?

Check and replace or address the following:
Plugs.
Plug wires.
Air filter.
Vacuum hoses (although you probably will get a check-engine light if you have a vacuum leak).
Dirty fuel injectors (this will have to be fixed in a shop).

Your engine is computer-controlled, so there is very little if anything that can go wrong without giving you a check-engine light except for the things I mentioned. Additionally, there are very few things that make an engine run rough. I have mentioned most of them. If you do get a check-engine light, the mechanic can hook up a code reader that will tell him what's causing the problem.

I agree with toot the tps switch tells the computer where the throttle is even when you dont have your foot on the peddle.
It also controlls the idle. I would also look for maby a vacuum hose split or broken.

map sensor or the throltle position sensor are the two places i would start first. is it giving you a service engine soon light on the dash? if so take it to the local parts store tey will hook the comupter for free and tell you if it is the code for either one of the above. good luck

As spoke of above, start up with the substantial hassle-free. substitute the spark plugs and be sure the ignition wires besides by way of fact the air clear out. additionally be sure the situation of the motor mounts as they're notoriously gentle on Neons (stable for absorbing engine vibrations yet undesirable for toughness).
