How about little cupcakes? Since she's so small.... maybe pipe a Polly on top of each one, or stick a real Polly in one, and decorate the cupcake top to look like her fru-fru party dress.

Find a coloring book featuring Polly Pocket (or a drawing) and trace it onto wax paper. Using icing gel, go over the drawing on the reverse side of the waxed paper; lay the paper, gel side down on an iced sheet cake. Gently trace the lines of the drawing with the blunt end of a water color paint brush (or dull pencil, you get the idea) and the gel will rub onto the cake and leave a stencil for you to follow. Using a star tip, fill in the design with colored icing and viola, you have a Polly Pocket birthday cake.
