Flat out no. That is, unless he really has a thing for dirt, or hasn't reached puberty yet. However, some guys believe that they will have more success with a woman if they don't pay attention to her. Some women are actually intrigued by this behavior.

No. Only men who's been nutured to believe that works. And yes, it does work (on some women). Which women? Women with low self esteem. These guys are dominent men, and they see a pattern amongst the girls they hang out with and grew up with... When they are weak, they get rejected, but when they are strong and dominant, they seem to win out (at least in the beginning). Most of these relationships don't last.

Only if you're still in elementary school and he pulls your ponytail or kicks dirt at you as symbols of his affection. If he shows his affection by treating you like dirt, who knows how he'll treat you if he didn't like you. Don't waste your time with a loser like that.
