Basically you can translate it as "viste", "usa","lleva" un vestido azul it depends on how you want to say it, wearing translates to "usa" so it is " La muchacha bonita usa un vestido azul", by the way The PhD in Spanish is using it wrong when you add "esta" to " llevando" it is more close to the meaning "she carries ( or is carrying ) a blue dress" or "taking a blue dress to.." and not wearing it.
