Yep it's a question - there's a question mark after it.....this is my answer so could you tell me what your question is and I will answer it but if you haven't got a question then I cannot answer it. Help I'm losing the plot.

If the idea that 'If this is a question, answer it' is a question, then we surely must ask the question of is 'if this is a question, answer it' is a question then does the question validate a question / answer response or a more question filled repecharge?

grammar-wise, it isn't a question. -- "if this is a question, will you answer it?" that's the proper way to put it.
punctuation-wise, it is a question due to the question mark. without the q.mark, it can be an imperative sentence.

technically, its only a question because there is a question mark on the end of it, but really, it's more of a command and should end in an exclamation mark !!
