Well from what I have heard about the children services in that county they are pretty much useless when it comes to a serious matter.

This is a custody issue... call your Child Protective Service, find your free legal office and file a restraining order. If it's bad, call the police, get a court date.
And PLEASE send your child to school when she is old enough so she will learn that it should be:

Have you contracted the authorities about any suspicians you have against her father? There are all kinds of laws governing the protection of children. If your city will not do anything then go to the state they will definately do something.

you have students who live there temporarily and tend to vote liberally as their professors tell them to.
