This link has some information about New York State.
I personally love it; it's a really beautiful place.
They do get a lot of snow in the winter; matter of fact, Buffalo and the surrounding areas just had a huge snowstorm. They get lake effect snow off of some of the Great Lakes.

NY is very expensive so dont be too surprised when u see that... but if you live in ny for a certain period of time ( maybe a year or 2) u can be considered a ny resident and get the resident rate at a SUNY college. Farmingdale State University is nice and about 45 mins from the city, its not rural but its the suburbs. Stony Brook University is further out, about an hour and a half from the city and less populated but still suburbs. (both on Long Island) if you go toward riverhead (about 2 hours from the city) it becomes countryish with many farms, but still has malls and culture. Suffolk Community College is there (also a state school but only 2 years) Riverhead is about a 45 min drive from stony brook. Westchester (up state) is pricey but has several state schools (SUNY purchase...) much more rural than western Long Island. They get more snow. all of Ny and Long Island get snow. Long Island gets less because it is an island and the ocean and the long island sound keep air temps higher than upstate, making snow change to rain or sleet. We still have our fair share though. I would suggest connecticut or Nj instead. NY is so pricey.

All of NY gets snow in the winter. The upstate area gets more than NYC.
There are too many colleges in NY to mention. You could look on the SUNY website for its colleges which are mostly in upstate.
I went to Skidmore in Saratoga Springs and there is Vassar in Pougkeepsie.
You may want to look into Sarah Lawerence, Iona, Pace or Marymount since they are close to the City.

In smaller towns in Westchester, just north of NYC, there is SUNY Purchase and Pace University, among others.
Poughkeepsie (just over an hour north) has Vassar and Marist; SUNY New Paltz isn't far from there.
Bard College is two hours north.
The greater Albany area (roughly 3 hours north) has SUNY Albany, Siena, Rensselaer Polytechnic Institute, Russell Sage, St. Rose, Union, and Skidmore.
