Yes. My husband (now ex) was over there for a year. We wrote each other, talked on Yahoo Instant Messenger, and he got to call me sometimes.

Of course you are "allowed" to send people letters in Iraq. If you have her address, you take a pen and paper and start writing. Stick a stamp on it, and put it in the mail box. She will love getting a letter. Get a dictionary first though.

I served in Iraq for one year. It takes about two weeks for mail to arrive from home. Not only are you allowed to send letters to troops, but I highly encourage it. Letters from home, not just loved ones, make all the difference over there.
Normal postage rates apply when you are mailing letters to an "APO" (i.e. military) address which is what your sister has.
Be aware that if you are sending packages that there are restrictions as to what can be sent.

Americans are allowed to send letters to any country in the world..... even countries that are politically hostile to our government. That is what America is about.

If she's in the service, contact the last base she was stationed at and tell them which platoon/squad/outfit she is with. They can give you a military address to send her mail to, and it will be delivered to her wherever she is at.
