The first solution is proper crate training. That is the entire point of crate training. Buy a book on shelties (or search on the internet) to learn more about their distinct personality traits. The issue is that dogs are pack animals. If you properly handle your dog, they will look at you as the alpha personality. If you do not properly train your dog, they will feel lost when you leave. A shock collar may curb the barking, but if you dog has a separation anxiety they can still do serious damage to where you live. Trust me on this, my sister's beagle has anxiety and tore up her carpet last week while she was at work. The point of the crate is two things. First it makes the dog feel safe. They feel like the kennel is their den, where no harm can come to them. This is the same idea as a mother wolf (dog) leaving her pups in a small den when she goes off hunting. When properly crate trained they will not feel the anxiety when you leave like they are in danger and alone, they will think you are going to take care of something for their best interests. The second point of the crate training is to keep them from being able to do damage if they do get scared.
There is a lot of information out there on how to train your dog for a crate. The easiest way is to make him/her sleep and eat in there. Put them in there while you are at home. They will bark at first, but ignore it or shoot them with a water bottle. When they fall asleep, open the door so that it can come out when it wakes up on its own. Also put them in there for a while before you leave and after you come home, and do not make a production out of going in or coming out. Putting a blanket over the crate helps as well, as they will think it is night and go to sleep easier.
Once a dog is crate trained it should rarely bark in there. If your dog keeps it up still, try the collar. But this should be a secondary resort after you have tried proper training in the first area. Most dogs will respond to a kennel training regiment, unless they were severly beaten or abandoned. But if this is the case the collar could make things worse for them, and make them even more anxious. It could also make them destructive.

Depends, One you can make him learn that when you leave, that it's not a bad or scary thing for your lil pup. Try walking out the door for a minute or two, then returning hug and patting your dog. Also give him or her a treat. Then try a few more minutes longer, each time givng him a treat. Stand outside the door and if he begins to bark, say no... wait a a minute or two walk in and give them a treat. This process may take a week. If all else fails. You can by him or her a electronic bark collar. From what i hear it's not that painful for youe pup and it really does work!

Tell him to shhh, and have a treat in your hand show it too your sheltie, and get its mind off what is going on around it.
but get a treat that excites it. Work with the barking, pretty soon she will know its treat time, and come to you and sit pretty. But you have to train your sheltie, Let your guest know your working with her, say your good byes before they head for the door, so you can work with your dog. Sometimes you may have to use the leash for back up. To have the sit, and wait, and look at you.
Shelties are very good to teach new tricks. They love treats.

Collars used for excessive barking. Ask your vet or search online for one. They emit a high beepinf sound whenever the dog barks, and makes it stop. it'll learn not to bark and set of the noise.
We cant hear the beeping /whistling, so it wont bother us. they are kind of pricey though.

Bark Collar. It is the only way. You might try a squirt gun but definately the collar.

Try hiring an in- home trainer to come over and work with your dog. He probably has separation anxiety and needs to be reassured that you will be coming back when you leave.

keep a radio or tv on. It'll make them feel as if someones with me. So they don't feel so alone.
