It means that the juice you are getting is partially juice, partially water because it started out as juice - was changed to concentrate (which is where they take out all the water) - then they add mare water than was taken out so that the juice can be stretched farther. It makes the juice company make more profit because they sell less juice for more money.

All it means is that they made the juice by adding water to a stronger version of it. The concentrate is just a thicker ans sometimes more sour version of what you normally drink. For example. you add water to sun quick to make it easier to drink and to taste better.
