Suprisingly earlier than i thought
Few caterers and food manufacturers used 'sell by' dates in the 1930s. However, J. Lyons did and strictly observed them.
I cant find the exact date but found some intersting facts like this one

Except for infant formula and some baby food (see below), product dating is not required by Federal regulations. However, if a calendar date is used, it must express both the month and day of the month (and the year, in the case of shelf-stable and frozen products). If a calendar date is shown, immediately adjacent to the date must be a phrase explaining the meaning of that date such as "sell by" or "use before."
There is no uniform or universally accepted system used for food dating in the United States. Although dating of some foods is required by more than 20 states, there are areas of the country where much of the food supply has some type of open date and other areas where almost no food is dated.

in the united kingdom they started as a gimmick, I am sure that the then American owned Safeway stores UK ltd started putting it on there foods to drive sales and change peoples perception of prepacked goods and supermarkets, this was in the 1960's (1962 I think the first one opened) up and til that point British shoppers used open air markets and high street shops and used to visit each trade individually, the food coding was used to make a point of preference against these individual traders and further add value to the shop to be had at the supermarket.
As with all good Ideas it caught on and then became law.

Happened during early days of Islam when Muhammad was still a trader...Sent off some palm fruit products from Maccah to Medina..camel train had to make a detour due to marauding christians and jews.. arrived late..merchants declared "these dates are late!"
Still made a prophet though!
