Mercury, alcohol and digital thermometers can measure temperatures below 95 degrees. I'm suspect your problem is that you are using a medical thermometer (designed to measure body temp) instead of just a standard thermometer.
For examples, outdoor thermometers go well below 95 degrees.

Are we talking Celsius or Fahrenheit? What degree of accuracy is needed? Does it need to be NBS traceable? Could a thermocouple work as well? What service will it see. Industrial environment? portable or permanent?
