i saw it on Americas Funniest Home Videos!! They would stare at a picture for about 15 to 20 seconds, and then a scary face would pop up on the screen really fast and then disappear, and make a weird scary noise with it too!!

i assume that the person tried to make a joke, but maybe they were snortin coke or poundin some brewz, so they totally flubbed it. lol its ok we're only human. anyway, i do get the gist of what the person was saying.
It's on those funny videos on AFV, where they show people watching a video and something happens in the video where it makes them jump, like a scary monster on the screen or something.

somthing can be scared you if you stare at the screen while just thingking about the thought that something might scare you..
now stare at the screen and think something scary...
