Get a shelter mutt. They make the best pets.
You can bring your German Shepard with you and let him pick out his own little friend. Just call ahead first so they know you're coming.
Shelter dogs are temperment tested, inexpensive with lots of "extras" thrown in, and you're saving a life. Can't beat that.
It's a matter of individuals anyway. Breeds get along fine, it's the individual dogs that will, or will not, get along.

When I was growing up my Champion Boston Terrrier's best buddy was a St. Bernard. It was hoot to watch the Boston run around the St and under his legs and leap at him. The St. Bernard adored him.
My 120 lbs Kuvasz best play friend is one of my cats. Or at least until the cat gets the dog to dive at him under the coffee table so the dog smacks his head and then cat pounces on the dog again.
It is personality rather than size. Do keep a little puppy under constant supervision with a larger older dog.
Don't let them play alone until the younger dog can get away or hold his own - particualrly with a GSD who is bred to purse and catch. He could go after the puppy in play-pursuit and hurt or kill it.
Try a smaller feisty breed that will give a good as they get - many terriers, Bostons,

Well, it can't be too small or the shepard will beat up on it (not meaning to, but being a larger breed it will happen). I would recommend perhaps a cocker spaniel or something? I wouldn't get a dog that will be any smaller than about 30 pounds!!
Perhaps you could peruse the local pound and see if there is a dog that will fit the bill?

Are you getting another dog for you or for your dog? If it's for your dog to play with only - don't do it. But if it's for you, then a Schnauzer would be a good bet. They are smaller but sturdy little creatures, also very intelligent, and would give your Shepherd a run for his money. I could use some more space - can I come to your place? LOL

Gees, this sounds just like me and my fiance! We have a GSD that is almost two, and when we get another dog it must be small.
I am going to get a Pug. they are such great dogs, and personality plus!! They stay small (average is about 20 pounds), and the part I like best is they act like big dogs. You do need to watch their breathing with the flat face, but other than that, one would be a great play partner for your GSD!!

Maybe try a basenji or mix? Basenjis are smallish dogs, usually under 30 lbs, but large enough and spritely enough to keep up with a shepherd. Plus, if you get a full-bred basenji, they don't bark, they yodel!

Bonsylar is right on the money with this one...it's not going to depend on the breed of dog you get, but the temperament. Shelters do tests and allow "doggie meetings" before you bring the new one home!

Go to your local shelter. This way, you can introduce the new dog to the existing dog before you get home, to make sure it is a good match.

u should look into buying a havanese they are expensive but well worth it!! the breed can put up with a larger breed and the r so cute and perfect! my sister has a golden retriever and he is a crazy wild one and her havanese puts up with him just fine. i have a Pomeranian whit my German Shepherd and they r fine i just think poms r stupid dogs... good luck!!
