I have bred budgies for over 5 years now and from my experience femals budgies do get quite brown, crusty beaks around breeding season. Although i bought a male budgie about a year ago & he was carying (i didnt know at the time) mites called scaly face/scally feet. Once i has picked up that he actually had the disease it was too late and he had already spread it to about 8-9 other birds. So i took the bird to the vet that was carrying the disease and they told me to go to the petshop and buy some mite and lice spray to spray your birds/anythng wooden in the cage with (as the mites hide and breed in wooded objects) and also buy some scaly face formular which u can get from any pet shop i think (it comes ina small jar and is only about $7). The vet also told me that you can put vaseline on the birds feet which is a white petroleum jells so it suffocates and kill the lice in the birds feet. Althought this will not work if it is around the birds cere/face area which is what the scaly face formular is for. It is extremely good and works in a very short amount of time. You can also put that on the birds feet. I would recommend that you buy some of this formular if you are worried and apply it to ur birds beak but keep in mind that if the bird swallows it it can have a serious effect on ur bird. which is why it is a good idea to have a second person to hold the birds head still whilst u apply the fomrular. Hope this helps

All female ceres are crusty and dry looking.
If she has mites then it will be creamy-white with lots of little holes on the beak, legs and around the eyes.
If it looks like that then put vaseline on the places but be careful not to get it near the nostrils because she won't be able to breath properly.

No, your Budgie is healthy. When you have a tan-ish crusty cere coloring that means you have a female Budgie. When your Budgie has a Blue cere you have a male budgie.
When your budgie is young he/she has a tiny shade of blue and white.
The female budgie's tan-ish crusty cere coloring in not a part of breeding season, it will always be like that.
I hoped this helped you,
Anthony

Don't fret, if you try my advice it might be better :) First of all, handfeeding your budgies are a good start. Place a treat they like in your hand and put your hand in the cage. Don't move when they fly over to eat. Try this everyday and maybe it'll work! If that doesn't work for you, try this: Put your hand in their cage and just leave it there, and be very quiet. Or sometime during the day, try talking to your budgies in a calm, soothing voice. They'll soon get used to you sitting by their cage, and soon will let you touch them! I suggest you to seperate the budgies if you want to tame them. It might be harder to tame if they are in the same cage. Put on in another cage, and tame both of them at different times. But it will help if you always tame them on a certain time. Another thing is-this maybe tiring, but do these things everyday for 20minutes. If one method works better than the others, try that one the most! Soon you'll have a lovely pair of budgies(I hope!). Oh, right- another thing is: try placing your hand ON the cage, but don't move. They'll get used to the "hand". Hope this worked for you, and good luck taming your budgies!

If it is only during season It is likely not a issue. If it is scaly mites it will be All the time and will go around in the feathers around the cere and the feet.
It will have tiny black dots in it.
You will also notice a change in her breathing.
As far as sprays and those thingsyou put in cages do not waste your money. They do not do anything.
There is a picture of scaly mite as well as awesome information here

Yes.When a female is in breeding condition her cere will be dark brown and may become rough and crusty.
Scaley face mite looks like a greyish, scurfy, encrustation on beak and cere.

best not bother them during breeding sessions as this will upset them if they feeding and happy not sitting with head turned into shoulders you can spray them with a diluted bird wash trips to vets etc injections will prove very stress full and will kill them self maintenance best
