WHAT PROGRAM (free), can you use to splice video-files??

I have heard about winrar & vcd-cutter. Are these easy to use ?? Are there any better one's? I looked at vcd-cutter & it looks like you have to buy it @ some point.

put some special effects (3d)

I think you can use Windows Movie Maker. Can trim, can change positions of clipped portions if still want to use them somewhere else in the file.
